Fort Snelling Unorganized Territory[edit]

Would a project member be so good as to review the Fort Snelling Unorganized Territory. Over and over editors have used reliable sources to state a falsehood, that the territory is part of Hennepin County. By definition an "Unorganized Territory" is not part of a State or county because the U.S. Congress has not authorized it's organization. Without "organization" means there is no Government organization. By law even people in Unorganized territories must be accounted for in the U.S. Census. For the purpose of the census the Fort Snelling Unorganized territory was assigned to Hennepin County and the county identifies it with the letter Z. Editors use that census assignment to state the Unorganized Territory is part of the county. Until Congress passes legislation organizing the territory it is not part of the State of Minnesota let alone Hennepin County regardless of who owns the land. If Congress did organize the Territory and gave it to the State there would still have to be State legislation assigning it to the county. The Minnesota Legislative library will not be able to produce a record of this as it has never happened. A contributing issue is that when Hennepin was created in 1852 the Unorganized territory was within the county description. It is a recording issue that has never been corrected. I reiterate, the Department of Interior legal description of an Unorganized Territory, it has never been organized by Congress and can not be part of an area that has been organized until Congress acts. I expect that once this is confirmed you have the ability block deletion or inform me I am incorrect.
